Ferries in Greece are a popular means of transport that allows for cheap travel between numerous islands and the continent. They are used not only by Greeks, but also by some tourists who travel between several locations. As announced by the Association of Passenger Shipping Companies (SEEN), from May 1 this year, ferry ticket prices will unfortunately increase by 12-15 percent.
The price increase is linked to new European Union marine fuel regulations. From May 1, 2025, the Mediterranean Sea will officially become a Sulfur Emission Control Area (SECA). The designation requires all ships sailing in its waters to use marine fuel with no more than 0.1% sulfur — significantly lower than traditional fuels, which currently have a sulfur content of 0.5%. However, low-sulfur fuels are 35 to 40 percent more expensive than conventional fuels.
As Dionysis Theodoratos, president of SEEN, said in an interview, fuel costs constitute 45-50 percent of the operating costs of a ferry. Since 2009, the operating costs of ferries have increased rapidly due to rising fuel prices, increases in seamen’s wages and higher costs of spare parts, repairs and maintenance of ships.” Additionally, Theodoratos noted that Greek ferry operators have invested over 1 billion euros in new ships over the last decade. The need to adapt to new regulations and use more expensive fuel will certainly be reflected in passenger ticket prices. Nevertheless, Theodoratos assures that the Association is also examining alternative solutions to minimize this increase for passengers.
The new regulations will in particular affect ferry routes serving the Cyclades, Crete, the Dodecanese and the North Aegean islands.
In addition to the sulfur oxides regulations, Theodoratos drew attention to a second EU regulation on carbon dioxide emissions. He explained that for every ton of fuel burned by a ferry, around three tons of carbon dioxide (CO₂) are emitted. Ferries serving Crete and the Adriatic are already subject to the carbon tax, while routes to destinations with fewer than 200,000 inhabitants are temporarily exempt from the tax. Because of this, ferries serving Crete and the Adriatic will see their prices increase the most.
